I'm addressing this in a very roundabout way, because I don't want the Tilde Friends room to be special or a central point of failure in any way.

There's a setting that can be enabled in the admin app to enable discovery of hosts from (by default, also configurable) seeds.unprompted.com.

There's more work to present this in the ssb connections tab when nothing else is available, but I believe this covers the brunt of the intent of this.
